- Prophetic launched CouncilAI, which reads agendas and minutes from more than 3,500 governing bodies, and Live Homebuilder Inventory, which tracks more than 65,000 for-sale new homes.
- CouncilAI captures the applicant, zoning change, acreage, vote and outcome for each item and pins it to the parcel, while the inventory tool shows builder price cuts and incentives within days.
- Both build on DevMap’s 164,000 subdivisions and 32,000 multifamily projects, aiming to give land teams forward-looking signals instead of months-old closed-sales data in a high-rate market.
Prophetic launched two new market intelligence tools, CouncilAI and Live Homebuilder Inventory, for land acquisition teams on Oct. 27.
The Portland, Ore.-based company says the tools replace backward-looking data, such as closed sales that are months old, with signals from council agendas and builder pricing.

CouncilAI Starts at the First Hearing
CouncilAI reads public meeting agendas and minutes, pulls out the rezonings, subdivisions and site plans that matter to developers, and pins each one to the affected parcel. Each data point carries a link to the original record.
For each item it records the applicant, zoning change, acreage, vote and outcome. Prophetic says that puts a project on a team’s radar at its first hearing, well ahead of any permit, listing or press mention.
Coverage reaches 3,500-plus city, county and other governing bodies, and more come online each week. Prophetic claims most new projects land on the map even if the filing lists no street address or parcel ID.
Beyond city and county agendas, it covers bodies like planning commissions, utility boards and environmental review panels, which can act before a council does.
Live Homebuilder Inventory Tracks Pricing
The second tool follows over 65,000 new homes currently for sale from 50-plus homebuilder brands in every state. Tens of thousands of them never appeared on the MLS.
Users can view price cuts, incentives and inventory home by home or across a whole development. Prophetic says it refreshes prices frequently, so a cut appears within days instead of in the next quarter’s closings.
Expert and Enterprise subscribers can use it today.
Zoom Out
Both tools sit on top of DevMap, Prophetic’s national database of roughly 164,000 residential subdivisions and 32,000-plus apartment and condo projects, which follows each from entitlement to completion.
The launch follows Prophetic’s Oct. 14 rollout of AI yield studies for apartment sites, which extended its platform from homebuilders to multifamily developers and brokers.
What a Land Team Says
Drees Homes’ Patrick Achilles, who manages land acquisition, said he doesn’t have anyone to track council votes, projects entering entitlement and nearby builders’ price moves for him. Seeing it on one map speeds up property vetting, he said, and he doesn’t have to add headcount.
Why It Matters
Founder and CEO Oliver Alexander said land teams lack current, complete market data and shouldn’t learn about a rezoning or a competitor’s price cut next quarter. In a high-rate market, Prophetic says, builders weigh land positions years ahead while fine-tuning prices on finished homes.
Local meeting records are a useful early signal. A GatherGov review of nearly 99,000 agendas and minutes found moratorium talk rising from 0.4% of data center documents in October 2025 to 8.7% in July 2026.
What’s Next
Prophetic is still adding CouncilAI coverage. It invites teams to book a demo built around their own markets.
