Inspire Communities is bringing a 439-unit manufactured home community to Waller County, with units priced in the high $80,000s, well below the Houston area’s median home price, according to a Bisnow report. The project, called Indigo Skies, is under construction with a grand opening expected late this year or in early 2027.

A Different Kind of Suburban Community
Unlike the master-planned single-family communities dominating Houston’s suburban fringe, Indigo Skies will consist entirely of prefabricated homes built off-site and transported to the property at 22000 Field Store Road. Inspire Communities, which owns and operates manufactured home communities nationwide, does not manufacture the homes itself.
The homes at Indigo Skies come from Champion Homes, which builds them in Burleson and Navasota, Texas, before they’re shipped to the site.
The Details
Indigo Skies will offer eight floor plans ranging from 1,100 to 1,600 square feet, with up to four bedrooms and two bathrooms. Prices start in the high $80,000s, well below the Houston area’s median home price of $320,000, and new construction elsewhere typically carries an almost 20% premium on top of that median.
The all-ages community will include a clubhouse, fitness center, pool, pickleball and basketball courts, a playground, and a pavilion. Home sales are now open ahead of the anticipated late-2026 or early-2027 opening.
Zooming Out
Waller County, about 40 miles northwest of Houston, added roughly 3,800 residents last year, a nearly 6% increase that made it the second-fastest-growing county in the country. The county has hired outside consultants to help process the volume of new development proposals it’s receiving, according to KHOU.
That growth trajectory contrasts with the broader region, where Houston’s population growth has slowed overall even as outlying counties like Waller continue to expand rapidly.
Why It Matters
Indigo Skies is a bet that attainable homeownership, rather than rental product, is the better answer to Houston-area growth pressure. Inspire Communities has more than 100 properties nationwide, including 21 in Texas, and frames the project as offering “another path to owning a quality home” as Waller County grows.
The project also fits into a broader push around manufactured housing as an affordability lever nationally, a category that includes efforts like mobile home park rent stabilization aimed at protecting affordability from the rental side rather than the ownership side.
What’s Next
With home sales already open, Inspire Communities is targeting a grand opening in late 2026 or early 2027. If the attainable pricing model draws steady demand, expect more manufactured home communities to target Houston’s outer counties, where land costs remain low enough to hit sub-$90,000 price points that traditional single-family construction can’t match.
