Key Takeaways

Eli Lilly broke ground Monday on a $6.5B facility at Generation Park in Northeast Houston, according to Bisnow.

The plant will produce the pharmaceutical giant’s newly approved GLP-1 pill Foundayo along with other small-molecule medicines and advanced therapeutics. Gov. Greg Abbott called it the largest active pharmaceutical ingredient project in Texas history.

A Decade in the Making

McCord Development broke ground on Generation Park 13 years ago. The move laid the foundation for large-scale biotech and life sciences tenants.

The 4,300-acre master-planned site later became a focus for life sciences investment. After losing Amgen’s $550M biomanufacturing project in 2021, McCord doubled down on education and workforce training.

Meanwhile, Lilly first announced its Houston investment about a year ago. Monday’s groundbreaking now delivers on that commitment.

The Details

The facility will manufacture Foundayo, a synthetic oral GLP-1 medicine. The FDA approved it on April 1 for weight management.

The plant will also produce other small-molecule medicines and advanced therapeutics. Meanwhile, Lilly is studying Foundayo for other potential uses.

Those include Type 2 diabetes and obstructive sleep apnea.

The project is expected to create more than 600 high-wage jobs. In addition, Lilly is contributing $12.5M to San Jacinto College.

The funding will help build training pathways into advanced chemical synthesis manufacturing careers. Lilly will also donate another $2.5M to the college’s foundation for student scholarships.

Zooming Out

The Houston plant is Lilly’s fifth domestic active pharmaceutical ingredient production site announced since 2020. It is part of the company’s broader $50B push to reshore U.S. medicine manufacturing.

Meanwhile, Generation Park has become a magnet for pharma investment. In August, Bristol Myers Squibb announced plans for a $2.3B manufacturing campus at the same site.

As a result, McCord Development has secured back-to-back projects with two of the industry’s biggest names.

Why It Matters

Back-to-back mega-projects at Generation Park highlight Houston’s rise as a life sciences manufacturing hub. Gov. Abbott has also branded the industry a top economic priority for the state.

The investment reflects a broader wave of Texas industrial activity as well. Texas markets led the nation in 2026 industrial investment rankings.

At the same time, large manufacturing commitments like Lilly’s are reinforcing that momentum.

What’s Next

Lilly said it is hiring across the greater Houston area as construction ramps up. San Jacinto College is expected to begin developing new training curricula in the coming months.

Meanwhile, the company continues to study Foundayo for additional indications. If approved for more uses, those indications could increase production needs at the new facility.
