Arlington is courting developers and public-private partnerships to move beyond its identity as a stadium town, and Arlington redevelopment is gaining momentum, according to Bisnow. Panelists at Bisnow’s Arlington State of the Market on Sept. 30 pointed to retail, mixed-use and hospitality projects underway around the entertainment district.
That district already includes the Dallas Cowboys, Texas Rangers, a Six Flags park and two Loews hotels.

Anthem Leads the Retail Push
Trademark’s Monica Luera Kessler said North Arlington has a retail square-foot-per-capita deficit compared with DFW and South Arlington.
Anthem is designed to help close that gap with a mix of restaurants, retail and entertainment space. The project has signed 10 tenants, including nine businesses that are new to Arlington.
The 43-acre development is expected to open in early 2028. Trademark and Harrison Street Asset Management also secured zoning that could eventually support multifamily, office and hotel development.
Arlington Highlands Gets a Makeover
Fairbourne Properties and AEW Capital Management are also redeveloping the 747K SF Arlington Highlands at Matlock Road and Center Street.
The center recently dipped below 96% leased. Fairbourne’s David Harvey said the change created an opportunity to modernize the property and bring in new retailers.
The redevelopment adds another major retail project to Arlington’s pipeline as the city works to strengthen its commercial offerings.
Opportunity Zones Target Collins Street
The city also wants to unlock development between the entertainment district and downtown through the new federal opportunity zone program.
Several nominated tracts along Collins Street sit in what Downtown Arlington Management Corp. President Garret Martin called a very underdeveloped area.
The corridor could become a key link between Arlington’s stadium district and downtown if new investment moves forward.

Cowboys Plan More Development
The Dallas Cowboys want to build a mixed-use district around AT&T Stadium modeled after The Star in Frisco.
The 91-acre development includes more than 1.5M SF of office space, a 300-room Omni hotel and a 170-unit multifamily tower. More details are in CRE Daily’s report on the Cowboys’ development plan.
A similar development in Arlington could add more retail, residential and hospitality uses around the stadium district.
Martin expects more projects to follow, including the 101 Center near UT Arlington, the Urban Union District expansion downtown and the Caravan Court Hotel revitalization.
What’s Next
Anthem’s early 2028 opening is the next major milestone for Arlington’s redevelopment push.
The city will also be watching whether opportunity zone capital and the Cowboys’ plans can spur additional investment along Collins Street.
If more projects move forward, the corridor between the stadiums and downtown could see a broader mix of retail, residential, office and hospitality development.
