New York is putting more money behind small businesses as competition for storefronts intensifies and retail landlords regain pricing power.

By the numbers: Mayor Zohran Mamdani's first municipal budget doubles funding for the city's Commercial Lease Assistance Program from $4 million to $8 million. Launched in 2018, the program provides legal support to small businesses negotiating new leases, renewals, subleases, lease disputes and landlord conflicts.

Why it matters: Advocates and brokers say many small business owners—particularly first-time entrepreneurs and minority-owned businesses—lack the legal expertise needed to navigate complex commercial leases. The program helps tenants avoid costly mistakes while giving landlords confidence they're negotiating with informed tenants, making transactions smoother for both sides.

Retail market: The funding increase comes as Manhattan's retail market tightens. JLL reports availability across nine prime shopping corridors fell to 11.9% in Q1, the lowest level since tracking began in 2017, while average asking rents increased from $585 per square foot in Q1 to $592 per square foot in Q2 as limited supply and multiple-offer competition continue to strengthen landlords' negotiating position.

Administration's strategy: The expanded investment is part of Mamdani's broader economic agenda, which pairs stronger protections for commercial tenants with efforts to reduce bureaucracy for small businesses. The administration recently unveiled 50 initiatives aimed at cutting red tape, including simplifying licensing requirements for businesses.

Industry reaction: Business groups and brokers broadly welcomed the additional funding, saying the program benefits both tenants and landlords by creating more informed lease negotiations. However, they noted that legal assistance cannot offset market-driven rent increases in a landlord-favored leasing environment.
